This is the difference between a toll company and an AutoPASS company

Many do not understand the difference between a toll company like Fjellinjen and an AutoPASS company. We will try to explain it

Fjellinjen is a toll company

  • Fjellinjen and the other toll companies operate the toll stations and register all passages
  • Key tasks include collection and administration of toll revenues, borrowing activities, and renegotiation of loan agreements
  • There are five toll companies in Norway. Here you can see who they are and where they are located
  • Publicly owned. Fjellinjen is owned by the Oslo municipality and Akershus county municipality.

Fjellinjen is not an AutoPASS issuer

  • The AutoPASS issuers issue toll tags.
  • The AutoPASS issuers act as service providers to the toll companies because they handle payments from drivers with AutoPASS agreements
  • They must guarantee the toll companies' revenues from drivers with AutoPASS agreements.
  • AutoPASS companies receive an issuer compensation of 1.75 percent of the collected toll fees for the work performed.
  • The issuer market is commercialized and has private owners, except for SkyttelPASS, which is owned by the Vestland, Rogaland, and Agder county municipalities.
  • All AutoPASS issuers must be approved by the government.

“Previously, Fjellinjen handled both tasks. However, after the end of 2020, a toll company could no longer own an AutoPASS issuer. The new requirements in the Toll Reform and the Issuer Regulation led to Fjellinjen having to separate the responsibility for managing the actual toll tags to other entities.
