Mandatory AutoPASS Tag for Heavy Vehicles in Norway

All vehicles with a permitted total weight over 3500 kg used for commercial purposes on Norwegian roads must have an active AutoPASS agreement and a toll tag mounted on the windshield.

The requirement applies to both Norwegian and foreign vehicles. Drivers who drive without a valid toll tag risk getting a fine.

Each year, 5,000 foreign heavy vehicles arrive in Norway for commercial transport without an electronic toll tag. 90 percent of this traffic enters the country via the national borders at Svinesund or Ørje.

Foreign drivers will save time by having arranged an AutoPASS agreement and the corresponding toll tag in advance. Nevertheless, most foreign trucks cross the border into Norway without an AutoPASS tag installed in the vehicle.

Because the toll tag is mandatory, dedicated toll tag machines have been established at the national border crossings at Svinesund and Ørje.

An agreement can be made with any AutoPASS issuer approved in Norway:

Checklist:

  • The tag must be linked vehicle's registration number by agreement, and must be installed in the vehicle in accordance with the installation instructions
  • The owner of the vehicle, driver or lessee is responsible for entering into an agreement and installing a toll tag.
  •  Violations of the order are punishable by a fine of NOK 8,000. More on inspections and fines.
  • Motorhomes, SUVs, or similar vehicles over 3.5 tons used privately are not covered by the requirement.

Registration System at Other Border Crossings

At the other border crossings, there will be a manual registration system where a form is filled out to create a tag agreement, and the tag can then be picked up at the respective customs station.

Tags are also distributed at the largest ferry terminals in the country.

SkyttelPASS will take over responsibility for tag issuance at border crossings from Fremtind Service at the turn of the year.
